(i) Qualified appraisalThe term “competent appraisal” signifies, with regard to any property, an appraisal of these property which—(I) is addressed for purposes of the paragraph as an experienced appraisal under regulations or other advice prescribed through the Secretary, and(II) is carried out by a professional appraiser in accordance with
